What an SBA referral still has to clear

What the agreement connects

SBA and the Department of War announced an agreement on October 12 to expand access to capital for businesses supporting defense industrial capacity. It connects the Department of War's Economic Defense Unit with SBA's investment and capital access offices, bringing their financing resources into a shared referral pathway.

The Department of War's Economic Defense Unit will identify businesses with financing needs and refer potential loan candidates to SBA. SBA will use its existing lender networks to connect eligible businesses with capital, subject to applicable program requirements. The agreement also provides for SBA support of the Department of War's preferred equity investments.

A referral still faces underwriting

A referral does not establish eligibility or amount to loan approval. Under SOP 50 10 8.1, a Standard 7(a) loan over 350,000 dollars requires debt service coverage of at least 1.15x on a historical and/or projected cash flow basis. That requirement still matters when the financing conversation begins through the agreement's referral pathway.

When a 7(a) loan finances a change of ownership, Appendix 15 sets 1.25x for an initial acquisition, an owner buyout or an ESOP or cooperative, and 1.15x for a business expansion. Borrowing to grow production does not make a loan an acquisition. The chart separates those purposes because the higher bar applies to those changes of ownership.

Tie the books before the request

The coverage figure is computed from the business's cash flow. The books supporting that cash flow should tie to bank statements and filed tax returns before the lender asks. A coverage figure presented without that connection leaves the records behind it unreconciled.

Before a deal, Vantage FP&A ties a company's books to the bank statements and tax returns the company supplies. Addressing those ties before a request means the business can present the coverage figure alongside records that support it. That's the preparation this news makes relevant to a business referred to an SBA lender.
